The installer is the program that is directly run form the web page. When it starts it just shows the available versions.

When you click install it will access the server and download QuoteLink. Sometimes anti-virus will interfere with this process on that case I suggest you authorize the connection by configuring the firewall anti-virus program. (For a test you may also turn it off)
